Was the father of the three strikes law. The man who killed her was found, arrested, he became the poster boy for the 3 strikes law. At first, the klass family supported the reynolds initiative. Prior to the law, there existed a determinate sentence law. Once the sentence is complete, the prisoner is released. From 1980 to 1995, number of people in prison increased dramatically but crime levels were constant. So legislators balked at the idea of more jail / punitive measures. Klass family then realized the law was too broad. A burglar and a kidnapper are both treated the same three strikes.
