In 2012, the bank of canada was going to introduce a new bill. When they first made the image of a woman looking in a telescope, they did focus groups, who criticized that the way the woman was drawn for looking too asian. The toronto group was positive about this, thinking it represented diversity of multiculturalism. However, quebec felt that people would find the portrayal of an asian woman would be contentious to other groups. They ended up putting a person who seemed to represent neutral ethnicity. She looks white and hence fits into the colonial legacy of the white canadian identity. Further, by arguing it is a neutral ethnicity, it reflects the idea that many don"t see whiteness as a race at all. *there is still this white identity associated with the canadian identity, while other ethnicities are seen as additive or on the side.
