Human security is marked predominately by a decisive shift in the referent object from the state to societies, groups and individuals. Conceptual consolidation traced to 1994 undp human development report. Protection from sudden and hurtful disruptions in the patterns of daily life. Considered a narrow conception of human security. Freedom from want safety from chronic threats such as hunger, disease and repression focus on prevention of structural violence considered a broad conception of human security. Whereas development is focused on achieving equitable growth and sustainability, human security goes further to address the conditions that menace survival, the continuation of daily life and the dignity of human beings -- human. Criticisms imported from the human rights debate between western and asian (or individual and communitarian) values. A group of like-minded countries from all regions of the world that, at the level of foreign ministers, maintains dialogue on questions pertaining to human security.
