If every state on earth was democratic, war would cease to occur. The people don"t want to pay for a war and do all the fighting ppl are in charge basically. He does three things with respect to democratic peace theory: he expands upon dpt, he popularizes dpt -> presents this to a much larger audience, ***most imp: begins empirical testing of dpt. Some argue it is impossible for wars to start under those circumstances.
