Document Summary

^^^ int sys = anarchic no meaningful higher authority above the state no global government/police force. Even though none of that exists, peace is possible due to the fact that democratic states will not fight one another. *** democratic peace theory [one of the most imp liberal theories] *** Democracies will not fight one another and his argument is as democracy spreads, you will get less and less war b/c government of the ppl and therefore are extremely hesitant to start a war. If every state on earth was democratic, war would cease to occur. The people don"t want to pay for a war and do all the fighting ppl are in charge basically. He does three things with respect to democratic peace theory: he expands upon dpt, he popularizes dpt -> presents this to a much larger audience, ***most imp: begins empirical testing of dpt. Some argue it is impossible for wars to start under those circumstances.
