Custom (tradition): feudalism, based on consensus, divine right of kings as heads of all society and holds power by birthright, important role in allocation. Custom and exchange, neither are properly political. Politics is about power, an ugly game. We cannot because a society based on customs are ok when the society is regular, predictable. Contingency is always present, even the primitive society will elect a leader in the situations of contingency and emergency thus the need for command to arise. Problem with exchange is that a consensus about the sanctified contracts, you cannot make contracts sacred of all contracts , in order to go to binding contracts, it has to go back to command, through force and coercion.
