War is an event involving the organized use of military force by at least two parties that satisfies some minimal threshold of severity. Minimal threshold of severity: not all conflict is war. Conflict is broader category of organized violence. Ir: war is a large conflict between organized forces. If you have 25 battle deaths, that is an armed conflict. The cow: minimum threshold for a war is 1000 battle deaths. World is generally peaceful now and conflict is now just concentrated in certain places. Few places in the world have intensive conflict. Minor conflicts are now more common than war after ww2. War happens because people can"t resolve their mutually conflicting issues, happens over multitude of different issue areas. War: two or more sides cannot come to a peaceful agreement. The only way to resolve war is to ramp up the costs of war. Threaten another side with violence to get what you want.
