His rep. of cruelty was of using cruelty well (because he outsourced his cruelty to remiro biorco (sp?) if you"re a new ruler, expect to have a reputation for cruelty. Brings up difference between fear & love. The enthusiastic support of men ready and willing to further our interests is awakened by the wisdom and virtu of outstanding individuals - cicero; not a christian. By contrast, machiavelli views ordinary people (all people) as selfish, fickle and manipulative. Machiavelli says fear is the rulers most important instrument of power, because fear is something you can control . The fear of being punished by the ruled is not fickle! This earthly fear becomes even more powerful when you get rid of the (stronger) fear re afterlife. If people are more worried about going to heaven, their is potential for political disloyalty.
