Fukuyama teleological argument: democracy is the highest point of human poliical organizaion; the endpoint of history. Democracy are value neutral (will of the mutual good will be good, mutual bad will be bad) A majority of the populaion has the right to vote. Able to express a real preference at the polls. Kaplan deines democracy democracy emerges successfully only as a capstone to other social and economic achievements . If you are uneducated you may not be aware of what is happening around.
