Statelessness: the lack of any nationality or the absence of a recognized link between an individual and any state. Many of the world"s poorest countries host the most refugees. Any attempts to integrate refuges would only promote the decline of denationalization. Making it easier for refugees to be taken in would make the burden of the state larger. The absence of an uncoordinated system provided a problem. No legal framework for dealing with people stripped of their citizenship status. The fundamental deprivation of human rights is manifested first and above all in the deprivation of a place in the world which makes opinions significant and actions effective.
