The first 2 principles are protected by rule of law, law applies to everyone. Pluralism makes a democracy a compromise of ideas. Democracy is a competition: wins and losses, but the losers are never out. Institutionalized uncertainty nobody is safe in their position another chance. Since 1975, 53 countries democracies broke down out of democracy, half recovered. Quote states in 1920 that citizenship doesn"t always equal voting rights. As years passed, more racial and social groups were allowed to vote.
