Climate is a collective action problem, a problem that crosses borders, no single actor cans solve it, all states have to interact. There is no single state that can solve the problem and produce a public climate for all states. Key instruments of international cooperation: since the 1600s, states have a long history if using international treaties for international problems (issues across borders) The most successful treaties are self-enforcing treaties, because that means states don"t try to go against the treaties and are in compliance. Coordination problem vs. cooperation problem: coordination problem: same goal and common interests, wanting to be in the same place more than be separated.
