Cabinet controls what does and does not get discussed, making opposition much weaker(exception being private members bills which are almost never passed) President can appoint members of cabinet from anywhere, anyone can be a cabinet member(senate must approve those appointments) Different branches can be governed by different parties(though this often leads to deadlock) America: higher national population does not equal more representatives.
