Incentive to deter incoming refugees (because there was no legal or institutional means of handling refugees) Increasing global norms: right to provide asylum, burden-sharing, assistance. Migrant (term often used as a political term): moral differentiation between refugees (who need help) and migrants (who do not) Irregular migration: people who cross a border without legal consent of the host state. Irregular secondary movement: someone who, having been hosted in either a camp or city, chooses to become an irregular migrant to reclaim asylum protection in a new country. Complex mixed ows: a population of refugees with differing goals (asylum, economic reasons, etc. )
