Liberalism: concept that grew out of parliament in the 17th century. Authority to rule may be removed if it is abused. Rule of law did not apply to everyone. People choose government over the state of nature for protection (john locke) Personal freedom: free speech, private property, political opposition, religious. Limited government: to maintain the freedom of individuals. Equality of right: the law applies to equally to everyone. Consent of the governed: government is responsible to the people. Personal freedom: whatever does not injure another. Only time power may be exercised over another is when it is to prevent their harm. Threat to freedom = interference (negative conception of freedom) Limited government: protect community from external enemies, and to protect the community from harming one another (the night watchman state") Equality of right: protection of private property (freedom) trumps equality of resources. Equality of right applies only to the law.
