Us pissed; jefferson protested both uk and french actions: harassment at sea (impressment) 1806 british decided to stop american ships on the high seas, away from britain. 2,500 us impressed into the navy (in essence kidnapping them) as they assumed they were royal navy deserters. Britain fired on a us ship in american waters. Jefferson could of gone to congress to ask them to declare but he knew that they were ill prepared.
