GGR223H1 Lecture Notes - Lecture 9: Water Pollution, Luxury Goods, Ecological Health
Document Summary
Water governance issues are related to acequias or local irrigation dishes. New mexico has historical complexities: two settlements: White colonialists or non-pueblos (early spanish settlers brought with them water management practices; brits later came) Native americans can maintain collective practice claims, while non-natives are geared to their individual rights: ex: juan and miguel. Juan claims non-pueblo status, so access to water in his case is determined by the state jurisdiction. Miguel claims pueblo status so his rights to water are determined by the federal government. Boundaries: major watershed basins vs. water planning regions. Increase supply: target areas with limited state capacity. Increase efficiency: make people pay for more water. Scale: use scalar narratives, global water crisis vs. many local water crises. Water is one of the basic human needs. If water is recognized as a human right, gov"t should start providing water to citizens and protect sources.
