19th century open immigration labour shortages, emigration and desire for immigrants to help settle the west. Conflict between federal governmental belief in need for chinese labour, esp. re: Western railways and british columbia european racism (false) bc european allegations of rise in prostitution, gambling, public health threats, etc. Similar to immigration act 1869, but introduced more excludable categories. Exlcluded classes included (among others), the insane, epileptics, people convicted of crimes of moral turpitude , prostitudes, anymore liked to become a public charge. Allowed deportation of anymore who fell into a prohibited class within 2 years of entry. Way to discourage immigration of japanese and indian people. Cut off common route to bc via hawaii. Sale of through tickets from india to canada to longer offered by canadian pacific. Governor-in-council could arbitrarily prohibit classes of people deemed unsuited to the climate or requirements of canada . Almost all immigrants sponsored by charitable organizations excluded.
