In western culture, there are very few agreements, or contracts, or treaties that are renewed each year: this is considerably dangerous: What does it mean to polish the silver chain: it is a metaphor of renewing past agreements and treaties. Dirt, and rust that builds up over time on the chain must be cleaned: polishing the silver chain reminds the two parties linked by the chain of their former agreements. It is a laying down of the way that the two parties will work together: polishing is also a means of giving one party of the treaty a second chance. If one party of the treaty does not fulfill their responsibilities as a treaty party properly, the polishing is a means for them to start fresh.
