Data are socially constructed (have to be collected, need sample, etc ) May not measure what it is supposed to measure. Rise due to: social changes in society, changes in recording death certificates!! Charges dropped very little with :soliciting law . Supreme court narrowly interprets soliciting in 1983 (charge rate dropped) 1985 bill c-49 makes much easier to prosecute and prostitution charges skyrocket (aids was discovered 1980 so not possible that more prostitutes) Doesn"t tell you anything about prostitution just about charges laid by police.
