leadership or an organizational basis

Quiet encroachment
• Quiet, largely atomised and prolonged mobilisation
• Only collective action from time to time but not a bedrock of existence
• Episodic collective action
• Open and fleeting struggles without clear leadership, ideology, or structured
organisations
• A form of self-help with a goal of redistribution of social goods and attaining autonomy
What is the states response?
• In developed countries, the state has the capacity to monitor and minimise quiet
encroachment
• In developing countries, that state may be unable to monitor and thus tolerate such
behaviour
• Tipping point too costly or politically threatening
