Communications policy is established by international regulatory bodies and national and regional governments to ensure that media serve not only their owners and content creators, but individual citizens and society. Some important distinctions to keep in mind: legislation, or acts of law making, policy as a set of guiding ideas and practices, regulations, or the enforcement of legislation & government policy through rule- making. In canada, communications policies can be developed by governments in committee, subject to usual parliamentary procedures, or public agencies (crtc). Researched through public hearings, task forces, and parliamentary committees. Recommendations have resulted in the establishment of the nfb, cbc, crtc, telefilm. Challenges to enacting policy: fiscal, technological, and philosophical.
