Ir is more than the study of relations between states. Ir is also the study of social groups ( non- state actors) that do have transnational relations and therefore do participate in a web of international relations. Tncs are not only economic actors but also political actors. Their power represents an everyday challenge to state sovereignty. A variety of social groups engage in violent and/or criminal behavior on a transnational basis. In particular, terrorist groups have very often acted on the transnational scene. They shift problems of the domestic policy into the realm of global politics. They have acquired a real status on the international scene (some are recognized on specific criteria by the un). They work more or less closely with states. We witness a pattern of hybridization: overlapping between international organizations and ngos. Specialized by nature, they increasingly create networks to increase their power and efficiency.
