This is governed by the 1951 convention relating to the status of refugees and 1967. Syria, afghanistan and somalia have the highest rates of refugees from their countries. Making up refugees is a type of social construct. Ihl aims during armed conflict to both protect persons who do not or no longer take part in the hostilities and regulate or restrict the means and methods of warfare. Critics this idea of the camp as a state of exception ignores the agency of refugees; the camp is also a place where social and economic relations are built.
