Incrementalist: in this model policymakers are assumed not to start with a blank sheet and they also do not have perfect knowledge about the issues encompassed within the policymaking process. Often policymakers have to respond to changes and as a result these are small and incremental: pluralist: within this model policy is understood to emerge from the interaction of different parties at all stages of development and implementation. It involves the application of marketing with other techniques to achieve goals that are seen as socially good. Current policy issues: the issue that often receives most media attention and discussion is that of continued funding challenges. It is more likely that older populations will carry a disproportionate burden of age related conditions such as dementia, heart problems and cancers; therefore the cost of treatment is likely to rise as the population ages.
