Under Legislation:
1. Prescriptive Powers:
a. Detailed list what the municipality can do
b. Anything outside of the list of things it can do, it CANNOT do
2. Spheres of Jurisdiction:
a. Broad subject areas which the municipalities can act
b. These areas provide lots of discretion as to how it will exert that authority
c. Courts have empowered municipalities even more to have power with matters
more out of their domain
d. There are multiple aspects as to where the courts will stop some decisions and
participation, although the municipalities do act out of their natural responsibilities
at times
3. Toronto must enforce immigration laws, sanctuary city status
a. When someone wants a park permit, the staff will not ask you if you are an
immigrant or not
