Rosaldo tried to understand the logic behind headhunting, to translate it; but he could not understand and therefore struggled to translate it. We shouldn"t assume a symbolic depth to cultural practice (not everything is universally felt) Sometimes a cigar is just a cigar -freud. Meaning that sometimes we just need to take things at face value rather than trying to go extremely deep into the subject to find hidden meanings.
