Definition: an organizational technique whereby civic pressures are neutralized from the standpoint of the governing regime (bordua and reiss 1966:68) Sees the political neutrality that police officers have (also discussed in previous articles) as a function not of social life/broader factors, but of factors internal to the police system/unit: This community itself a self- conscious mediating body between elite and working classes. This structure maintained in part by individual police chiefs who display charisma: police should not fall prey to social pressures. Police are quite military-like (quasi-military: control and tracking, more police spread around zones while also being around a central station, prevent the police from spreading themselves thin. Sees dispersion and centralization of command as a dialectic as police disperse in greater numbers, new methods of command are needed. As new methods of command develop, new means of dispersal are made possible.
