In the new world of surveillance, there is no need to justify any specific information, authority figures act based on suspicion and everyone is a potential terror you are suspicious by not being suspicious. The theory is that if you have done nothing, then you have nothing to worry about. Security is about some future harm happening this is at odds with cjs, which is concerned with what you did in the past and punishing you for it, perhaps deterring others. It is focused on what you did, not what you could do. Institutions on the other hand are wrapped up around your likelihood of doing something, not what you did. Surveillance is about being observed and watched, but it is also about collection of information/data. You are under surveillance, not just by cameras but your records: data that exists about you, which makes it easier for institutions to interact.
