Child maltreatment related to economic stress (ie. unemployment, migration, food insecurity, etc. ) and poverty, costs of the market economy. 16 million of us children (23%) lived in poverty in 2011, 3 million more than in 2005. States receive federal reimbursement for welfare eligible children in foster care (almost half of all child welfare spending). Children of colour disproportionately represented in foster care. Doesn"t mean coloured families are more prone to abuse or neglect children. Shows that coloured families are more likely to experience isolation, impoverished communities, mental health concerns, and other stressors which turns into physical or emotional abuse or neglect. Federal foster care funding rises dramatically even though number of kids receiving that care has declined. Social justice factors influence the overrepresentation of some ethnic groups in foster care. For example, difference of reporting ie. poorer communities have more surveillance from those who report abuse (law enforcement, social service professionals, etc).
