Covers whole country, 5 requirements, every province must follow those rules written in. Formal organizations - universities, hospitals, legal organizations. Policies prescribe things you should and should not do, govern in terms of a set of rules and regulations, routinize, ensure that everyone doesn"t go in different directions. Policies tell how to deal with iran, poor countries, obama etc. Admin unit monitor how other provinces are following the health act. Refuse to treat certain people, reduce about of grants a province will receive. Some things not written in law but written through cultural practices. Old age security, private sector, company may give you one year paid leave - policy. Three in one community, poor, middle, rich. Education - right to go to school. People can"t even meet their three needs - social illfare. Social problem, defined by significant number of people have accepted/deviant or a number of significant people.
