Culture allows us to express our freedom we create culture to solve practical problems but in a sense our culture sometimes constrains us as well, puts limits on what we think we can do. Culture used to be seen as a dependent variable (influenced by society: harris" view fits this social necessity of protecting cows led to them being seen as holy. Symbolic interactionists see culture as an independent variable (people do not just accept culture passively, we produce culture based on changing needs) Canada has become more multicultural (not everyone is christian european or aboriginal: multiculturalism: policy that reflects canada"s ethnic and racial diversity in the past and enhances its ethnic and racial. 93% of immigrants used to be european, now over 65% come from outside europe and outside us diversity today. Canadian multicultural act of 1988 and the bilingual policy confirmed that no culture was superior and all were equal.
