Limits on government authority: an evolution of the understanding of government power from ind rulers to self- govenrment, once the ppl rules no need for limits on the power of government. Tyranny of the majority : once u have the majority can vote for anything, they can not oppress the minority this is form of majority role and not a form of liberty.
