Early stimulation can affect the development of language, intelligence, personality, and self- worth. In a modern state, funds are not limited, so we have to spend money on issues smartly and appropriately. Network of infant development programs : they could belong to regions, cities and areas. They tend not be provincial, they are more of the lower level of government. Goals: to optimize the child"s functioning level. We do not know the child"s potential, therefore enable them to meet their potential by optimizing the child. Ex: down syndrome (likelihood that the child will never achieve an education over grade 2 or 3). Ex: autism (usually identified by age 2-3 where the child fails to create a secure attachment with their parents). The goal is to rather than to cure, it is optimize the child"s function level, whatever that may be: to help parents within information and support.
