These organizations have to have some extent of growth, to make sure that they keep people within the organization, and allow the people to grow and move up within the organization. In the public sector the only way you can get growth is through public funding, and through the public budget they only get more money if the organization is seen as important and needs to grow. After the intelligence agencies the defence agencies are next. If the defense department is involved, then the general consensus is that the defense department will get the money. The defense department is largely hostile towards the state department and wants to see it fail, and traditionally they have been hostile towards the intelligence agencies. But this is starting to change recently since the defense and intelligence agencies are working together in the drone wars.
