Political culture determines what is normal and acceptable and what is not, and consists of the dominant values and expectations in the political system. David bell points out that political scientists use two principal methods of identifying the ingredients of political culture. One is to survey individual canadians and ask them about their attitudes and values when values are shared, they can be said to constitute the collective political culture. Another is to develop an understanding of the political culture from observing the operation of the political system and society more generally.
