Political culture may not always be apparent until you go someplace different or new. Political culture effects how our institutions look, how we get along, how we live together, etc. Political culture affects the way we use politics, the kind of social problems we address and the solutions we attempt. An ideology is just one group"s construction of reality that suits their culture. It is a definition that suits their political culture. You should ask those questions when distinguishing ideologies. Take into account the role of government in that society. It is the balance between individuals vs. the state. Collectivism is on one end of the spectrum and individualism is on another. They cross over one another and should not be considered two separate categories. The community should contribute to the good of the whole. Every one should work together to make society better and that sacrifices should be made to help each other out.
