Benefits only a few in public life, it only benefits a few, consumes resources and burdens people with heavy taxes. In a public life, it can become a vice. To maintain generosity is costly to both you and your subjects. Things considered generosity in private life is a vice to public. Is it better to be loved or feared. Machiavelli says that one would want to be both loved and feared; but because it is difficult to put them together, it is safer to be feared. Fear is held by dread of punishment that never forsakes you.
