Not every leader who speaks for the people is democrat. 2 characteristics: develop the people: vs. rich you"re the people. Tutsi vs. hutus: division made by european colonizers. Populism need some cleavage to push/divide distinction. Need cleavage to have political action in populism not democracy in democracy you would give right for everyone to do whatever they want as long as you don"t break the law. Democratic paradox: distribute power concentrated or diffused but democracy tries to diffuse power. The more we do this, the less you can point responsible /accountable for. When you have so many people involved, its hard to tell who"s guilty. Focus is on the relationship b/w populism and representative democracy.
