Reformers must be willing to compromise and prioritize incremental progress over comprehensive solutions. Reformers must reach out to some within the regimes they seek to overthrow. The military must come under civilian control. Opposition must gain enough public support to challenge the regime"s capacity to govern. Erode the regime"s national and international legitimacy. Must bridge deep disagreements among the opposition. Build bridges with those who cooperated in the past with the regime, but who may now be ready to support democratization. Project a positive and forward looking vision of transition. Marginalize those who refuse to renounce violence. Persuade the regime to be open to change by assuring that reformers will not seek revenge. Transition leaders should resist pressure to clean house entirely and start new (work with what you have)
