The bna act requires the number of seats in the house of commons to be readjusted after every census. Parliament has the authority to change the formula to determine: how many seats there should be in the house, how they should be distributed around the country. In 1867 the house of commons was made with 181 seats. In 1915 the bna act was amended to introduce the senatorial floor rule; this says no province should have fewer mps than senators: this was introduced to protect pei (prince edward island), its population was dropping. New brunswick as well benefited from the senatorial floor : nb has 10 mps which it did not deserve.
