Canada has only had three national referendums. 1898: whether the federal government should ban the sale of liquor, 51% voted yes to prohibition but the government chose not to proceed with prohibition. Small l liberal democracy: an indirect democracy where government decisions are made by another executive officer after debate and discussion by legislature. Combies indirect representative democracy, with a culture that stresses individualism and the capitalist market economy. They hold fair and free elections to political parties that are free to organize, compete and promote their own ideas.
