Because people are conditioned to not thinking for them selves. So how did ww2 happen: this results in zombies, you are learning to be a follower, instead of thinking for yourself. People wanted certainty, since old assumptions of the world were completely shattered after. Possibly greatest fail of foreign policy in 20th century. They allowed germany to have some flexibility, because of the great depression. There is some consensus (english and french) to let germany not pay for the repression: strong germany = strong europe, they want to integrate germany. Weak germany could be influenced by the stronger russia.
