Canada has a constitution but under certain conditions every law can be changed other states france, germany or india state that many things can be changed but there are many principles that cannot be changed. In canada, everything if properly negotiated can be changed and it will not be illegal, even the separation of canada under certain conditions would be legal. The legal system is changeable whereas in many societies many things cannot be changed. In traditional societies there is an inner sacredness but in rational-legal (modern) societies there is no inner sacredness. One must distinguish between the politicians and the bureaucrats (cid:523)b(cid:495)s are hired whereas p(cid:495)s are elected(cid:524) A bureaucracy generally means that the ordinary people are largely. If somebody gives orders who has been chosen according to a procedure following orders if we think the person giving these orders is legit: the administration (cid:498)the bureaucracy(cid:499)
