Children entering care tend to be older than before, and have many more emotional and physical problems. Aboriginal children are overrepresented in foster care, as well as children with special needs. Canada does not yet have a national strategy to address issues related to foster care, leaving many children in a state of limbo. Since foster care is seen as a temporary stop away from home, contract between children and their birth parents is encouraged so that the move home will be smoother. It is therefore difficult for foster parents to feel that the child is theirs. There is also an emphasis on adoption planning for children who cant return home. If they want the child to star, foster parents may have to adopt them. Open adoption: a form of adoption where the adoptive parents and the birth parents know each other and exchange information.
