Sometimes political parties think that country functions better with a strong province or centralized gov political and ideological aspect. The more homogeneous countries are, the more likely they are to be centralized. Heterogeneous: historical communities with distinctive languages and cultures. If there are important economic disparities within a federation that can lead to change. Conflicts between levels of gov on who does what cause constitutions do not specify everything and when that happens, it is the court that has the final say. They can then tilt the balance of power through their decisions.
