What are they: universal, fundamental rights that all humans share as an essential aspect of their humanity, by virtue of us being human, rights that are not granted by gov"ts and cannot be taken away by them. Life, liberty, secure access to property, freedom of speech, etc: are subject to limitations, cannot infringe on the rights of other people. How universal are they: are presented and treated as universal (w/in the confines of state sovereignty) In practice, they are limited by absolute state sovereignty. Indigenous peoples to preserve their culture and language, etc. 30 universal rights: go in order from 1st generation --> 3rd generation. Shortcomings: non-binding on member states, have to accept them to join the un but doesn"t mean they have to act on ensuring these rights w/in their border.
