Public service leadership has two broad components: governor-in-council (gic) appointees. Members of boards, administrative tribunals: middle and senior department managers. Executive occupational group appointed under the psea. Most appointments are to statutory positions: gic may also use the royal prerogative. Ordinarily appointments are approved by the treasury board acting on behalf of cabinet: published in the canadian gazette part ii, coordination by pco senior personnel secretariat. Gic appointment mechanism is a residual of the pre-merit patronage system: centralization of appointments through gic is a canadian feature. Alternative is appointments by responsible ministers on their own authority: permits appointments on a patronage basis but this is not always the case in practice. Each category of gic appointments has own process. Partisan considerations are most overt in appointments to boards, tribunals and commissions.
