What is Public Administration?
-Public Administration is a field of study in managerial studies.
-Public Administration is a set of administrative practices towards providing services
through the public service.
What is Power?
-Power is the ability to influence the behaviour of someone else.
What is Politics?
-Politics is about who gets what, when and how.
What is a State?
-A state is a monopoly of the legitimate use of physical power within a given territory.
There are two types of democracy, one is direct, and the other one is representative.
Direct democracy is when people govern themselves directly, while representative
democracy means, that people can choose a person who will represent them on a
political arena.
There is a mixture between legislative and executive powers in our parliamentary
system of government.
How does our representative democracy work? In a parliamentary system of
government, a party that has the majority of votes hold the power. Executive is formed
from the House of Commons. They are responsible to the legislative branch.
What is bureaucracy?
-Bureaucracy is the rule of the office. It generally has two meanings.
-Bureaucracy is an organizational structure. Their norms depend on values, and it is a
public service. They are interested in the means that government goals are realized.
Ideal-type of Weberian Bureaucracy is divided into 4 parts. Hierarchy, is when each
office has a clearly defined division of labor. Continuity is when a full time works
constitutes a career. Impersonality is when a behaviour based on predetermined
written rules. Expertise is when personnel are selected on the basis of merit.

What are the advantages of bureaucracy?
-Bureaucracy is efficient
-It is accumulated of knowledge
-They are accountable for their actions
-They treat people impersonally
What are the disadvantages of bureaucracy?
-Budget is maximizing
-Neutrality is violated.
What are the tensions between bureaucracy and democracy?
-Democracy obliges people to participate. It follows the will of the people. It empowers
individuals, and citizens are treated as members of the community.
-Bureaucracy however, is hierarchical. It has written procedures. It treats people as
numbers.
What is a Majority government?
-The majority government is when the executive has a majority of seats in the House of
Commons.
What is a Minority government?
-It is when the government has more seats than other parties, but not the absolute
majority of them.
What is a Responsible government?
-It is when the executive has to answer to the House of Commons.
What is a Federal state?
-Federal state constitutionally divides its powers into two levels of governments. They
coordinate together, but independent from each other. Each government has its own
jurisdictional areas.
Canada’s first constitution was the British North American Act of 1867.

Three types of Politicization?
-Formal Politicization – is when there is a replacement of merit with the political
consideration in the appointment of personnel.
-Functional Politicization – is when public servants adopt a politically responsive
behaviour.
-Administrative politicization – occurs when there is an interference with the
administration, and government tells them what to do.
Bureaucratic neutrality
-Officials are not allowed to express their views on politics. They must work loyally,
regardless of party in power.
What is a Public Service?
-It is a public service organization, that provides professional non-partisan advices.
What are the Departments?
-They are ministries.
Line Departments
-They hold direct responsibility for the delivery of goods and services to citizens.
Central agencies
-They support decision making of a cabinet. They coordinate line departments and
supply with the information upward to cabinet, and downward to line departments.
Treasury Board Secretariat
-They provide policy and program advices to the prime minister, cabinet and all
departments concerning financial management, human management and accountability
Finance
-They set annual federal budget.
The Privy Council Office
-PCO is an organization that is a nonpartisan. They direct source of policy and
administrative advice.
