This set a definition of what is considered proof and error which came from a new legal procedure (confession) which is something that we still do today. The inquisition moved from the church to modern states (kingdoms). It was considered a construct because it did not exist if nobody talked about it. The development of christianity and heresy go together. It took centuries for the doctrines to be set in place and during this long process of creating christianity, the path was not always straight. Those that went on different" paths may have been deemed heretics for doing so.
