Started after september 11 after anthrax attacks. These are security threats and need to look at it through a security lens. At beginning of curve it"s an exponential growth- need to work fast or it will be too late. Goal is to drop it from light blue to the dark blue. Need to make sure but also can"t wait too long or exponential growth can happen. Need to have rules of law of when you should report and what to do. If there was an outbreak, countries used to just shut down their borders.
